Two important indicators of success of a society are the level of literacy of its children and youth, and the extent of disparities in literacy skills among children and youth with differing characteristics and family backgrounds. These indicators are markers of how investments of material, social and cultural resources made during the past decade have been translated into skills and competencies in the present generation: they denote the success of families, schools, and communities in producing a literate society.
